Abstract

The economic crisis has hit the public authorities at all federal levels, requiring create unusual juggling to meet the obligation to pay for services provided by public servants, as a rule, violating the right to counterpart of services in legally dates. Aware of the ability to exercise social control established from the fundamental pillars of the 1988 Constitution, citizens and civil society actively proposing federal intervention as a way to seek the effectiveness of state administrative activity.
