Subcidadania, identidade e constituição dirigente no Brasil: os direitos fundamentais da cultura popular

Abstract

This article brings a historical approach of the formation of the phenomenon called of undercitizenship and their consequences that relapsed, mainly, on the ex-slave black population, with focus in the denial of fundamental rights during this process. So, it is important to, still, discuss about a project of directive constitucionalism, because in Brazil, country where the modernity was “imported”, it is necessary to make the transformation of the social reality for an effective improvement in the (under)citizens’ life. With some contributions of the Psychoanalysis, the illustration of the testimony will be treated, as an important tool for recovery of a trauma, being that trauma, in the present work, the social exclusion of the black population along the resignation of the brazilian State along the centuries. In this context, the art, in music form, appears as tool of transformation of the status quo, being the musical gender of the rap a form of testimony of the excluded black population, demonstrating that through the art is possible to give voice for those that were silenced because of the inequality condition in that those (under)citizens were submitted, being evident the difficult reality of the (under)citizens.
