Segregação urbana em Vitória/ES: análises a partir das políticas municipais de habitação

Abstract

This study seeks to understand the facets of urban segregation in the Municipality of Vitória, analyzing mainly whether the housing policies of said municipality are actually carried out by the Municipal Public Power. In this sense, the main intention of the research to be carried out materializes through the following question: in what way do the housing policies of the Municipality of Vitória promote spatial segregation? The proposed research works in constitutional headquarters with the fundamental right to decent housing, provided for in Article 6, and, with the right to the city, covered in the chapter on urban policy. In the infraconstitutional sphere, the Federal Law no. 10.257 / 2001, known as the City Statute, as well as the Municipal Laws no. 6,592 / 2006 and 6,967 / 2007 are highlighted. It is from a hermeneutical analysis of such legislation added to the historical-sociological and empirical data brought in the course of the text that the phenomenon of institutional urban segregation begins to be examined. This social fact is characterized by the purging of the low-income population from urban centers and their relocation to peripheral regions, often supported by innocuous state-owned political instruments. In this sense, the rooting in the social body of a colonial heritage guided by a patrimonialist conception, marked by a fanatical defense to private property, is pointed out as one of the motivating factors for that. Scientific research shows that the housing policies developed by the Municipality of Vitoria do not deviate from veiled segregationist intentions, since even though there is a formal observance of legal and political resources, they are nothing but dead letters at the service of the capitalist city.
