Abstract

The internet is much more than a simple technological tool. In addition to functioning as a sole provider and fed up with knowledge, it has become an instrument for the implementation of constitutional rights; To have access to it is to be able to exercise the rights to education, personality, culture, means of insertion in the world, and can promote human dignity. In the context of the transformations of the fourth industrial revolution, in which the development of new technologies has provided a power of political, economic and social rupture never seen before, and which is the object of this monograph's work, having access to the internet became a basic and fundamental item in people's lives. With the optimization of this technological tool, physical and temporal barriers have been overturned and access to information has never been so democratic and broad. It is now better to understand the context of this moment and to further promote the debate on the essentiality of the right of access to the internet, as a way of preparing Brazilian society for the emerging realities from the new technologies.
