A inclusão digital e acesso à serviços públicos digitais

Abstract

Supported by the idea of ​​social development and modernization, Governments worldwide, highlighted in this research to the Brazilian Government, seek to adapt their services to the digital innovations. However, in Brazil, a portion of the population does not have access to the internet, the so-called digital excluded. For these individuals it becomes impracticable to use the services audiences provided by digital government. It turns out that some of these services offered concern the essential needs of citizens. Therefore, when dealing with the objective of government to increase the digitization of public services every day, it is necessary to understand the digital inclusion as something essential, since without it, digitally excluded citizens do not achieve the realization of fundamental and social rights, set out in art. 6th of the Constitution of the Federative Republic of Brazil of 1988. This fact was experienced by society in Covid-19 pandemic, in which several people were unable to access public services of education provided by digital platforms or obtain emergency assistance. That said, the digital inclusion must be understood as a fundamental right, because it is a right- essential means or right-guarantee for the realization of other rights, which is why it is discussed if through the proposed amendment to the Constitution No. 47/2021 in order to add the inclusion digital on the list of art. 5, item LXXIX, of Fundamental Rights, of the Constitution of the Republic Federation of Brazil, 1988
