Os desafios da retórica na práxis legislativa e o projeto de Lei nº 4.850/2016: uma análise da política à luz de Raymundo Faoro e Hannah Arendt

Abstract

This research seeks to understand the meaning of corruption and the challenges posed by traditional patrimonialism to the achievement of rhetoric, in order to provide a healthy and fruitful political debate. It is intended to point out the difficulty of distinguishing the public heritage from the private one as a result of a cultural construction. For this, the ideas presented by Raymundo Faoro in “Os Donos do Poder” and Hannah Arendt, especially in his texts "Was ist Politik?", "Crises of the Republic" and "Between past and future". It is based on the assumption that patrimonialism acquired permanence throughout the history of Brazil, so that it was rooted in the social imaginary, generating consequences that justify the condition of underdevelopment of the country. In order to identify patrimonial inheritances in the daily life of the Brazilian legislative process, we analyze the Bill nº 4850 of 2016, popularly called the 10 Measures Against Corruption.
