Abstract

Constitutional transformations are necessary to accommodate the Constitution to changes in society. Sometimes, however, they find obstacles in material limits established by the constituent power, the so-called stone clauses. Stone clauses are classically considered as insurmountable obstacles in a constitutional reform, which can only be overcome with the breach of the current constitutional order, through the elaboration of a new Constitution
