dc.description.abstractIn this note, the Brumadinho tragedy, starring the Valley in 2019, was addressed, as well as what happened with the Mariana tragedy, in 2015 and what has been happening in Vitória for more than 30 years, as a good justification for return to the analysis of the text of the Brazilian Constitution of 1988 regarding federalism as a form of state organization.pt_BR
